PROBLEMS / CHALLENGES

On assuming office in June 1999, I began to acquaint and familiarize myself with this department and got to know its programmes and 
activities through a number of methods.

* Visited all the regions
* Held intense and on-going briefing sessions with the entire management
* Perused the Policy documents of the Department

I picked up/ identified the following key challenges

* Speeding up the Transformation of the Taxi Industry
* Restoration of Bus Passenger Transport Services especially in the former Transkei where T.R.T.C. services are now defunct
* In Traffic Safety and Traffic Administration there is a dire need to improve on the bad Provincial Road Safety record.
* Provisioning of Government Transport to ensure an efficient rendering of services in other service Departments.
* Curbing the misuse of Government vehicles
* The administrative systems is not yet in line with the Batho Pele Principles

STEPS TAKEN TO ADDRESS THE CHALLENGES

* Tabling within November 1999 of the Passenger Transportation (Interim Provisions) Bill which will help excellerate Transformation and 
also regulate Taxi Industry.
* Increased the number of Traffic officers serving in the Traffic Special Operations Unit (TRASOU)  to make it more effective. Only in 4 
days TRASOU issued more than 4138 summonses fines amounting to R700,845
* Set up a Transformation Desk to co-ordinate the Transformation Process within the Department
* Develop short term strategy to combat Road fatalities part of which has been adopted by the NDOT
* Embarked on a joint venture with NDOT and East London TLC to contain taxi violence and advance transformation through Operation 
Vulindlela
* Supplied new MECs with VIP vehicles in their first 3 weeks in office
EXCO STRATEGIC PLAN

* Developed DOT Strategic plan covering 1999  2004
 * Redefined the core business of my department and identified function that can be outsourced.

* Have developed draft organogram suitable for service delivery

* Drafted human Resource plan

* Have created a joint project with Public Works and Agriculture departments to develop and implement strategy to combat stray animals 
problem on our roads
FUTURE PLANS ACCORDING TO ANC MANIFESTO

* I plan to involve actively the former disadvantaged communities in the rendering of public passenger transport
* Sensitivity will be observed pertaining to gender and the disabled people when public transport facilities are erected.
* Rural peoples mobility will be improved after the provincial transport framework has been finished and transport plans will be developed 
accordingly.
FIVE YEAR PLAN

* The Policy guidelines in the provincial transport White Paper will be implemented
* The entire province will have transport plans which define where and when each transport mode operates. This will result from the work we 
are presently doing to develop provincial transport framework
* Air ports and air strips will be profitably used especially to promote tourism
* Traffic Management and better road safety will be realised through interprovincial plus national venture  The Road Traffic Management 
Corporation (RTMC) and Administrative Adjudication of Road Traffic Offences (AARTO). This venture is based on best practices  the World 
over
* Driving skills will be improved provincially through a project funded by NDOT
* TRA-SOU model will be improved to increase effectiveness of law enforcement
* Government motor transport will be run cost effectively by outsourcing some areas that can better be done elsewhere
* In the next five years  I will develop a department with right size and customer care will be our priority to meet the excellerated 
service delivery objective
